Allan Hart has more than 40 years of international experience in the energy industry, ranging from construction worker to executive. He offers specific expertise in natural gas process design, carbon dioxide capture, economic evaluations, and project planning and execution. Allan has a record of involvement in novel process development and application.

Allan has extensive experience in corporate strategy and long-term business plan development with a focus on evaluating alternatives to monetize stranded hydrocarbon assets. Providing consulting services to the energy industry, specializing in business development, economic analysis, feasibility studies, and project planning.

Provided business development services to a leading developer of technology for CO2 capture as a source for Enhanced Oil Recovery (EOR) or for emissions reduction through geological storage. Allan lead development of a practical approach to CO2 capture from thermal in-situ oil sands operations.

Cool Energy Ltd. - Australia


Led the design, fabrication, installation, commissioning and testing of Cool Energy's CryoCell® CO2 capture technology, and establishment of Intellectual Property rights (5 patents) for the process. Conducted evaluations with competing technologies to identify a market window for the technology. Worked with the Managing Director to develop business strategy and commercialization plan for the technology.

ConocoPhillips - Indonesia


Provided engineering, technical and economic analysis support for Business Development Group initiatives. Participated in strategy formulation and position analysis of high value gas market and transportation negotiations. Conducted technical review and economic analysis of new business opportunities arising from changes in technology or legal framework. Provided economic analysis support and participated in a joint venture consortium that became the successful bidder for a stake in Perum Gas Negara's (PGN) gas transportation assets in Sumatra and to Singapore. Provided technical support and economic analysis tools to negotiate an international gas sale to Malaysia and multi-billion dollar gas sale and gas transportation agreements for West Java.

Participated in the special transition team established to support the President and Executive Committee in restructuring the Indonesian operations of Conoco and Phillips following the global merger.

Gulf Indonesia Resources Ltd


Participated in corporate strategy and long-term business development plans. Focus on developing and evaluating alternatives to monetize stranded hydrocarbon assets. Evaluations comprised indentifying local and international market opportunities and preparation of detailed development concepts, depletion plans, comprehensive cost estimates, project schedules, expenditure profiles, and expected value analysis. Evaluations included new and innovative industry technology in addition to conventional practices. Other activities included multifaceted evaluations of complex acquisition and divestiture opportunities appropriate for the company. Participated in gas marketing initiatives including local and international market entry strategies, execution plans, scheduling, economic analysis, and appropriate pricing policies.

1988 - 1998

Project Development

Asamera South Sumatra Ltd - Indonesia


Responsible for the conceptual design, Plan of Development (POD) preparation and approval, design optimization, definition engineering, and Engineering, Procurement, and Construction (EPC) tender preparation for Asamera's 225 MMSCFD Block 'A' Gas Project surface facilities. Participated in economic evaluations and market negotiations.

Responsible for the conceptual design and POD preparation for Asamara's 425 MMSCFD high CO2 Corridor Block Gas Project surface facilities. Following POD approval, responsible for definition engineering for the central gas processing facilities. Participated in development of the EPC contract documents and initial negotiations with the contractor.

As Chief Facilities Engineer, responsible for the conceptual design, economic evaluation, AFE approval, and in-house engineering, procurement and construction for all Asamera oil and gas facilities development projects from 1988 through 1992. Projects included gas compression and distribution systems, condensate recovery, and crude production facilities.

Allan spent 12 years with SNC-Lavalin and in a consulting role, leading a Mechanical Process Engineering team in the design of oil and gas processing and refining projects and in project management.

Decision and Risk Analysis


Using Conoco's D&RA techniques to analyse opportunities and alternatives and support informed decision-making. Fundamental to the process is early and periodic involvement of a decision board during each study. Specific expertise in constructing probabilistic economic models to aid in understanding the risks and range of expected economic outcomes as the result of a decision.

Value Creation


Expertise in economic modeling and analysis with in-depth knowledge of design and cost of natural gas processing and transportation facilities, combining to screen potential gas developments or acquisitions and identify opportunities to add value. The same skills are applied to prepare detailed studies of specific development concepts. Prior work produced a track record of value creation through development concepts for high CO2 "stranded" gas, development capital cost reductions and support of world scale gas sales and transportation negotiations.

Innovation


Experience in overcoming obstacles in the development and implementation of new technologies, reflecting a desire to move beyond previous industry practices through world-class innovation. Examples include the unique design and commercial-size demonstration of Cool Energy's CryoCell® CO2 capture technology, selection as well as the deployment of Indonesia's largest membrane installation for CO2 removal from natural gas, and the detailed design responsibilities for the prototype Canmet hydrocracker.

Twenty years of international service in the oil and gas industry with experience in contracting, procurement, Plan of Development approvals and domestic and international gas sales and transportation contract negotiations providing a solid understanding of the business in the SE Asia region.
